L’Université au XXIe siècle : innovante, internationale et volontaire arrive à un moment clé pour les universités occidentales, tout particulièrement européennes, et du Japon. La mondialisation, les progrès scientifiques et techniques et le climat de concurrence engendrent un processus de transformation profond et rapide auquel personne, ni aucune institution, ni même les universités n’échappent.Les universités sont prises en tenaille par un double défi. D’un côté, elles doivent beaucoup innover pour rester à la pointe dans les formations qu’elles offrent, les recherches qu’elles entreprennent et les services qu’elles rendent. De plus, elles doivent s’internationaliser pour travailler avec les meilleurs et s’améliorer continuellement en développant une vraie culture de qualité.D’un autre côté, les autorités publiques ne sont plus disposées ou capables de soutenir les universités comme elles l’avaient fait dans la deuxième moitié du XXe siècle, même si l’on sait qu’elles sont devenues absolument cruciales dans la société du savoir d’aujourd’hui.Cet ouvrage examine les voies nouvelles qui s’offrent aux universités pour s’adapter à ce nouvel environnement et pour financer cette modernisation, puis il décrit les conditions à satisfaire sur le plan de la gouvernance et du leadership pour y parvenir.Cette contribution s’adresse à tous ceux qui assument des responsabilités dans les universités, présidents en tête, ainsi qu’aux politiciens, hommes d’affaire et à toute personne qui aimerait mieux comprendre l’université.

Imagine for an instant that you are the president or rector of a research university in North America or Western Europe. You are well aware that the world of today is increasingly global and competitive, as well as driven by knowledge. In particular, you are observing that the countries that are now emerging so rapidly, in Asia and in other regions of the world, have realized a crucial point: in order to prosper, it is not enough to build on huge masses of cheap—but relatively unqualified—labor; they need to develop the knowledge economy by way of large investments in education, higher education, and research. You begin to understand that these countries are becoming competitors for talent, as they attract back or keep their best citizens. You are also aware that they will be “producing” many more well trained specialists than the “old world,” which has been dominating the knowledge production and transfer scene for centuries. You foresee, therefore, that the emergence of these new economic and political powers will increasingly threaten the relative standard of living of the developed world.

GOVERNANCE IN HIGHER EDUCATION: THE UNIVERSITY IN A STATE OF FLUX (2001)

The structures, missions and challenges of Western European and American universities have much in common. But there also exist significant differences, particularly in the way that these institutions are governed. The 2000 Glion Colloquium addressed the defining issues of governance in research universities. Participants examined governance in a university as the formal and informal exercise of authority under laws, policies and rules that articulate the rights and responsibilities of various actors, including rules by which they interact so as to help achieve the institution’s academic objectives. To be effective, a powerful governance process must be embedded in an appropriate structure suited to the institution’s purposes and consonant with its culture. Universities will be at risk if they do not adapt governance to align more rapidly to their changing environment and new challenges. The 14 contributions assembled in this book examine the contours and dimensions of university governance in research-intensive universities, seek to develop cogent governance principles and offer appropriate initiatives and recommendations.
Universities will be at risk if they do not adapt more rapidly to their changing environment and new challenges. This concern of participants of the May 1998 Glion Colloquium in Glion, Switzerland concluded that the governance of universities is becoming increasingly crucial, particularly for research-intensive universities. Therefore, the Glion Colloquium devoted its January 2000 meeting in Del Mar, Calif., to governance.
The structures, missions and challenges of Western European and American universities have much in common. But there also exist significant differences, one relating to governing boards. In the United States, these boards fulfill important functions. But in Western Europe they do not exist at all, or only in a weaker form. Some European countries have boards similar to the American boards, but with less or little decision power. Others have no board or a board without authority; they have instead “participation councils” where the different internal stakeholders are represented. Moreover, some of the roles exercised by American boards are played by the State.
